I'm leaving Sunday. I called Cincy and the draw should be out around 8pm and I asked about the OOP and he said it should come out around the same time. This is EST. time or same as New York time.

No, draw is tonight, Friday, he said check the website around 8pm it should be there along with the order of play. I didn't think they did the OOP the same day so not sure on that one. But the draw is at 4:30 today so maybe it's on the site before 8pm.
That means the draw is less then 30 minutes away, hope Marat gets a good draw.
